The Bandar Seri Begawan Municipal Department, a government agency, is
fully funded by the Government of His Majesty the Sultan and Yang
Dipertuan of Brunei Darussalam. The department functions as an office of
the Board - dedicated to co-ordinate and to perform the duties
and responsibities (mandate) of the Board; especially, the day-to-day
management and administration of the Bandar Seri Begawan Municipality.
The routine services rendered by the various functional
"units" within the department endeavour to provide premium
quality of life for the people; that is to say, maintaining a liveable
Bandar Seri Begawan.
Being a service-oriented government agency, the department has been
structured in such a way conducive to good governance. With an approved
budget of nearly B$25,000,000 (twenty five millions Brunei dollars ) and
a total of manpower strength of 1,900 (one thousand and nine hundred)
this year (1999), the department is expected to strive to excel and meet
the royal standards called forth by His Majesty the Sultan and Yang
Dipertuan of Brunei Darussalam in his speeches in various occasions.
Gearing towards maintaining the royal standards, the challenging tasks
are assingned to as many as 14 (fourteen) identified units in 8 major
sections. They are highlighted in the following brief.
Administration and Finance
Dealing with administratiive and personnel matters.
Financial matters such as payments of salaries, allowances, loans,
revenue collections, etc.
Preparing annual budget and monitoring expenditure.
Handling office equipment, furnitures, stationery, etc.
Managing Government's Rest House and Security.
Building Regulations and Control
Acts as the secretariat to the Building Development Control
Sub-Committee which is responsible towards adoption and
implementation of consistent and acceptable planning and development
(building) standards in all government and private projects.
Regulation and control of Signboards, Billboards, Sky-signs and
the like.
Monitoring and enforcing laws and regulations.
Building Assessment and Tax
House and building
assessment and taxation.
Enforcing laws and regulations.
Licensing
Serves as the secretariat to the Licensing Sub-Committee which is
responsible towards adoption and implementation of consistent and
acceptable public health and safety standards in business premises.
Processing new business licence applications and renewal of
business licences.
Monitoring and enforcing laws and regulations.
Maintenance
Maintenance of offices, shops, markets and stalls operated by the
department.
Maintaining and cleaning the public places, government housing,
the public roads, drains, public toilets, and government lands
within the municipality.
Monitoring the privatised (contracted out) maintenance works at
Pasar Gadong and its compound.
Services
Provides support services such as transport, garbage trucks and
workshops.
Refuse or garbage collections and disposal.
Monitoring the private garbage collection operations.
Monitoring the privatised (contracted out) operations of the
dumping facilities at the Sungai Akar Dumping Ground.
Car Parks
Operating and managing car parking facilities.
Monitoring the performance of the tenderer in managing and
operating the car parking facilities at the Multi-Storey Car Parks
and the Commercial and Trade Centre buildings.
